BDP urges Turkish government for peace

Monday, 24 May 2010

Northern Kurdistan (Southeast Turkey): Thousands of people on Sunday took to the streets again in Yuksekova and Batman and urged the end to the military operations.

Speaking at a meeting in Yuksekova co-chair of Kurdish BDP (Peace and Democracy Party) Selahattin Demirtaş said: “We have closed the road to death; we are here to open the road to peace. We are calling out to the government for peace. Send a peace committee to Qendil Mountains, not war planes. As BDP, we are ready to go to Qendil for permanent peace.” (Qendil Mountains are where the head of Kurdistan Democratic Federation, KCK and the Kurdish freedom fighters are based)

Demirtaş added: “The government is transferring million of dollars for war while it doesn’t even provide the coal miners with gas masks which cost only 35 Turkish liras and watch them dying.”

Again the BDP co-chair addressed the government saying: “As long as there is no peace in this country, people will be dying due to lack of gas masks. I am seriously calling out to the Prime Minister and the government; send a peace committee to Qendil Mountains, not war planes.

For 11 years Mr. Öcalan has been working tirelessly towards a peaceful solution to the Kurdish issue: his efforts must have already been responded to. Unless the Prime Minister stops this war and takes steps to advance peace, his party will disappear like the CHP (Republican People’s Party) before it.

The CHP which has long been saying; “There is not a Kurdish problem” in this country. Then, Erdoğan will also retire and have a holiday in Antalya, like the Ex-president of CHP, Deniz Baykal. We are calling out to Erdoğan, Barzani and Ahmadinejad, heads of three countries with share borders. Let’s stop this blood together.”

Öcalan: If I withdraw from the process ‘Democratic Autonomy’ may be declared

Kurdish Info 23.05.2010- In his weekly meeting with lawyers PKK Leader Abdullah Öcalan stated that the declarance of ‘Democratic Autonomy’ may come into question.
In the case that he withdraws from the process, Öcalan indicated that the People’s Confederation of Kurdistan (KCK) could take responsibility and say that ‘we are declaring Democratic Autonomy.’ ‘There are similar examples in Abkhazia, Kosovo and Chechnya. There is no need to look any further than Cyprus, which the Turks and Turkey know very well,’ he added.

Öcalan went on to say, ‘I have been struggling for (a deep-rooted solution for) 18 years. A historical and rooted problem such as this cannot be addressed with a few compromises. Reconciliation can be attained with principles, not by making compromises. A permanent and lasting resolution can only be made with principles.’

‘I’m saying to the AKP government and the Prime Minister; by not lowering the election threshold and gaining a few more seats in Parliament, what are you trying to achieve! If you don’t solve this problem you will only last another three months. The earth under your feet is sliding. As you can see Kiliçdaroğlu (the new CHP Leader) is coming. I’m saying to the Prime Minister; if you don’t solve it Kiliçdaroğlu will. For 8 years I have done many favours for you, but you have not been appreciative. Thousands, in fact tens of thousands of guerrillas have been waiting at their posts, hungry and in the open in their respects for me. Their ceasefire and passive position developed with my influence. I am aware of this. I used all my power for peace, for dialogue and for a resolution. I struggled so that even one soldier would not die. I wrote letters on many occasions. I developed many suggestions and proposals. However not one of them was taken into consideration. This is in effect your last chance. We are in a new period, there is a new process.’

‘The most important things are the human rights clause, the democracy clause and the security clause. A negotiation is important for the security clause, without it the process will not develop. Due to its scope and content, the security clause surpasses the Peace and Democracy Party (BDP). The framework for the BDP’s negotiation is evident. The security clause cannot be discussed without the KCK. The KCK is a legitimate democratic organisation. Without the KCK’s and my contributions the security clause cannot be carried out. There are thousands, tens of thousands of guerrillas. What will happen to them, where will they come together, what kind of transition process will there be? There are five thousand inmates in prisons. There are tens of thousands of refugees in Europe and thousands that are politically banned. It is not clear where the guerrillas will leave their weapons when the time comes to do so. It is not clear how thousands of people will return to social and political life. All these things have to be discussed and solved in detail. At this point the KCK must step in and become part of the process. Naturally they must be ready regarding these issues. They will then correspond with me. Without all this there will not be a permanent and lasting solution.’

‘We are ready. If a permanent resolution is desired they can negotiate with Kandil. However this will be difficult on many fronts. These are serious issues. The Interior Minister (Beşir Atalay) can create the channels for dialogue. Besides they (the Turkish state) are forming a public security under secretariat. They can mobilise through this under secretariat. This security under secretariat can coordinate the security clause negotiations from the government’s side.’

‘I am not using my withdrawal as a tactic. I am willing to reconsider my stance and am ready to postpone it for a period of time. However I want seriousness. I want to see decisiveness. I want to see willpower. What will happen if I withdraw from the process? Three things will happen: Firstly the State could attack the PKK heavily and severely damage if not defeat them, in which case the State and government will be responsible for this.’

‘What could the second possible outcome be? Secondly the KCK could step in and take responsibility. Murat Karayilan and Duran Kalkan have already made statements and called this a new process. They could say, ‘we are taking responsibility for the political, social, economic and cultural wellbeing of our people and declaring Democratic Autonomy.’ There are many similar examples all around the world; in Abkhazia, Kosovo and Chechnya. There is no need to look any further than Cyprus, which the Turks and Turkey know very well. This possible outcome is the KCK’s responsibility; it is something they will know best.’

‘Then there is the third outcome. Thirdly the war could carry on and continue at a balance. In any case they (the PKK) are saying that if a solution does not develop then a medium intensity conflict may be on the cards.’

Commenting on Kemal Kiliçdaroğlu becoming the Leader of the Republican People’s Party (CHP) Öcalan said, ‘Kiliçdaroğlu may bring change and novelty, the democratic update of Kemalism could be implemented.’

Regarding the developments in Iran Öcalan said, ‘I share the pain of the families whose children have been executed. I send my regards to our People who are resisting. A dialogue and negotiation process could start with Iran, but the Iranian administration is difficult, a negotiation will be complicated.’

Four guerrillas lost their lives in yesterday bombing

ANF 21.05.2010-Four Kurdish guerrillas have lost their lives following yesterday's raids by Turkish war planes. The Turkish army bombed the areas of Xekurke and Xinere twice, yesterday, while today the same areas have been bombed by the Iranian army.
According to a press release by the HPG (People Defence Forces) press Liasion centre (BIM) four guerrillas have lost their lives as a result of the Turkish raids. “On May 20th - reads the statement - between 2 and 7.45pm the areas of Xakurkê, Şehit Beritan, Şekif, Lelikan, Gundê Cennetê and Xinerê came under heavy attack by Turkish war planes. As a result of these raids, four of our comrades have lost their lives".

MP Tuncel asks commission on rape and violence against women

ANF - BDP (Peace and Democracy Party) Istanbul MP Sebahat Tuncel asked for a council investigation to determine the urgent precautions against the increasing sexual assaults and rapes lately. Tuncel said “In accordance with article 98 of the Constitution and articles 104 and 105 of internal regulations, we respectfully submit a request for a council investigation to find out the affirmative discriminatory precautions to protect women and children from sexual assaults, to receive opinions from concerned women organizations and to make common projects."
The urgency for an investigation became even more significant after the cases of sexual assault, abuse and rape in Siirt and Manisa, as well as after the arrests of 16 people between the age of 16 and 63, charged with allegedly raping a 13 year-old girl in Afyon, İhsaniye County.

Besides, similar incidents in Bilecik and Çorum (like the sexual abuse of three girls by a school manager) were also mentioned in MP Tuncel's request.

The motion was as follows; “The events of which we are aware are only a small part of the sexual rapes happening in the country. The social pressure and the sense of “honor” put on women often prevent them from telling what they are going through. On the other hand on television, on newspapers and in the speeches of influential public people, we face many discourses in the society which support, legitimize and cover this abuse. So, it is proving very difficult to uncover the abuses against women and children. The judicial and procedural actions - added Tuncel - against the responsible people must be followed to the end. It is also necessary for the media to change their language and for the public officers to have a gender-neutral language." MP TUncel pointed out that "the people who legitimize the exploitation on women must urgently be banished from the education system and public institutions." Although Article 41 of the Constitution of the Turkish Republic has been amended to include a statement against the child abuse, this amendment still remains only on paper; "it is crucial - Tunce said - to put it into practice. We are proposing a council investigation commission to find out the abuse and rape incidents, to follow the legal transactions of the responsible people, to determine the urgent precautions against sexual assaults and rapes and to find the out affirmative discriminatory applications."

URGENT ACTION Three men held incommunicado risk torture

Amnesty International

Anwer Naso, Hassan Saleh, Ma’rouf Mulla Ahmed and Muhammad Ahmed Mustafa are all reported to have been brought before a military prosecutor in Damascus on 19 April. Anwer Naso was released without charge three days later, on 22 April, but the three others remain in detention apparently under investigation.

Hassan Saleh, Ma’rouf Mulla Ahmed and Muhammad Ahmed Mustafa, all senior members of the Kurdish Yekiti Party in Syria, which has not been legally authorized by the Syrian authorities, were arrested in late December 2009, together with Anwer Naso. They were held in solitary confinement for nine days by Political Security officials in al-Hasakah, north-east Syria, and interrogated, then transferred to Political Security’s al-Fayha’ branch in Damascus on 4 January, 2010.

Anwer Naso is reported to have been assaulted and beaten on the soles of his feet while in detention. Amnesty International remains concerned for the safety of Hassan Saleh, Ma’rouf Mulla Ahmed and Muhammad Ahmed Mustafa, who continue to be held incommunicado and are at risk of torture and other ill-treatment.

Although the Syrian authorities have not disclosed the reasons for the arrests or the charges being brought against Hassan Saleh, Ma’rouf Mulla Ahmed and Muhammad Ahmed Mustafa, leaders of political organizations advocating for greater rights for Syria’s Kurdish minority are generally charged with “aiming at separating part of the Syrian lands”. If this is the case they may be prisoners of conscience, detained solely for peacefully expressing their political opinions.

PLEASE WRITE IMMEDIATELY in Arabic, English, French or your own language:

n Welcoming the release of Anwer Naso but expressing concern that Hassan Saleh, Ma’rouf Mulla Ahmed and Muhammad Ahmed Mustaf continue to be held and may be prisoners of conscience, detained solely for the peaceful exercise of their right to freedom of expression;

n Calling for the three men to be released immediately and unconditionally if they are prisoners of conscience, or else released without delay unless they are to be tried fairly and promptly on recognizable criminal charges;

n Asking for assurances that they are being humanely treated and that they be given immediate access to lawyers of their choice, access to their families and any medical treatment they may require.

URGENT ACTION

Three men held incommunicado risk torture

Additional Information

Following their arrest in December 2009, the four men are reported to have been held in solitary confinement at al-Hasakah Political Security branch for nine days, during which they received only one meal each day and were subject to lengthy interrogation sessions late into the night. The questioning is reported to have focussed around their activities on behalf of the Yekiti Party, which had held a conference on 3 December 2009 in which the participants called for the Kurdish areas of Syria to be granted autonomy.

After they were moved to al-Fayha’ Political Security branch in Damascus on 4 January 2010, the four men were subject to further interrogation, during which they were often kept blindfolded and handcuffed. While conditions remained harsh, they were better than at al-Hasakah – for example, they received three meals, were allowed short exercise breaks and were seen twice weekly by medical doctors. All three men who continue to be detained suffer from various ailments: Hassan Saleh and Muhammad Ahmed Mustafa both require regular medication for thyroid and other problems and Ma’rouf Mulla Ahmed suffers from a slipped disc in his back.

To date, the men’s families have not been permitted to visit them, despite their requests to do so, though at least two of them have been allowed to send in fresh clothes and medicine to their detained relatives.

Kurdish and Iranian relations at critical stage

The relation between Kurds and the Iranian regime has reached a critical stage. So critical in fact that after this stage Iran will either adopt a policy of democratic compromise with Kurdish people or the split will be deepened. Because of the genocidial policies of Iran we have reached a point where Kurdish people’s anger and the foresight that this anger will cause a riot that cannot be unpreventable make the former possibility (i.e. a democratic compromise) hardly to happen.

As for the relation between Kurds and the Iranian state, clearly a new process will begin after events such as those on the 9th of May (when 5 political detainees were executed), and those that had happened three days before (when 5 PJAK guerrillas were poisoned as a result of an action in Kirmansah region organized by Iranian armed forces). The beginning of the process will be most possibly very tense and skirmish. It can be translated the attacks of Iran into that “Fight against with me, if you don’t I will fight with you.”

The Free Life Party of Kurdistan (PJAK), the vanguard movement of Kurdish freedom struggle in East Kurdistan, had held a conference and determined the struggle strategy for the future. PJAK has called for a democratic solution of Kurdish question. Briefly, it declared a rising in the struggle in East Kurdistan and Iran. Iran, most probably finding that declaration of ‘the determination through rising the struggle’ disturbing, has started a countermove. Iran has responded to the conference by murdering 4 PJAK detainees and by giving the message of “No to political and democratic solution; Yes to war”.

Against the PJAK conference that will accelerate the freedom struggle in East Kurdistan (Iran) has switched on the policy of deterrence and coercion. It is expected that these coercions will be increased. It will not be surprising that they will execute 4 more detainees. At the moment there is no information about 4 PJAK detainees. It is a matter of time before the detainees including Zeyneb Celaliyan are executed unless a huge reaction will become a reality. The Iranian regime that uses the executions for putting the opposition under pressure undertook a new policy with the executions on 9th of May. In Iran executions can only happen on Wednesdays. For the first time in Iran’s history political detainees were executed in another day of the week, on Sunday, the Mother Day. The Iranian Foreign Minister Manucer Muttei met Abdullah Gul and other officials two days ago. After their meeting, it was declared that the PKK issue was on the agenda. Needing to make a gesture to Iran, breaking with a tradition, executed the political detainees not on Wednesday but on Sunday.

Undoubtedly, on the ground of this policy lies the current and enlarging relations with Turkey. Iran has compelled with the global force prominence of USA. Iran has been performing a policy of ‘expanding of field’ against that of USA’s ‘besiege the purlieu’. Iran has partially succeeded in Iraq. The USA have occupied Iraq with the aim of ‘besieging the purlieu’ of Iran also made it possible to be a ‘junior’ Iran in Iraq. In the field of Iraq, struggle has entered a new stage but now on every one is waiting for Turkey’s position. USA is obviously trying to keep Turkey in its side against Iran. Iran, obviously does not wish seeing Turkey on the side of USA. Turkey, at this point, is in a bargain by pursuing each side’s needs. Turkey tries to use this opportunity against Kurds even not calculating to be at a situation in which it has to make a ‘choice’. In other words, Iran would be in good relations with Turkey if it attacked much more to Kurds. USA, how much forces PKK, it will take Turkey through its side. Therefore, Kurds are the victim of the equation of USA, Iran and Turkey. The expressions of this policy are the diplomatic works and intelligent cooperation between USA -Turkey and Iran’s policy of execution.
Here is a wrong calculation. Turkey cannot be on both sides forever. After this stage, Turkey will have to choose its side. But taking place with one side will obviously mean losing the other side’s support, which will cause that Kurdish struggle, will strengthen on that area. And that will be in problem is Turkey at that point. Iran oppresses Kurds for repulsing international pressure in the area and creates a self laceration. Any execution of any Kurd is Kurdish struggle against Iran regime.

Farzad Kamagar's second farewell letter to his cellmate, Ihsan Fattahian

Farzad Kamangar was a Kurdish teacher, journalist and a human rights' activist. He was executed along with 4 other political prisoners on 9 May 2010 at the age of 35 in Tehran. He was imprisoned for over four years, which his imprisonment was marked by torture on the one hand and his unshakable defiance at the face of torture and humiliation on the other. His heroism, audacity, innocence and his unbounded love for his students, his people and humanity as a whole that is articulated in his well known and touching prison letters, gained intentional sympathy and respect, which was manifested in the mourning of his and his comrades’ deaths by people around the world.

Below is another (farewell) letter to his executed cellmate, Ihsan Fatahian. "No" to violence, "No" to death Peace, is an infant's dream Peace, is a mother's dream Lovers chat in the shade of trees starling; this is peace! Peace is that moment in which no longer the stop of a car on the street affrights it is when the knock on the door is a sign of a friend's visit [Yiannis Ritsos]. Beginning is a dream and a sweet fable for it stars with life. "And He created Man, beheld His creation and for such a fine creation He praised Himself [the Qur'an]. "In the beginning there was the word, the word was with God, the word was God Himself, and the word became Man"[the Bible]. Man is divine and sacred for he is the recipient of the divine spirit and has the right to life; "Everyone has the right to life, liberty and security of person"[the Universal Declaration of Human Rights]

However, the lords of wealth and power have erected gallows and this is how they turned life and death, darkness and light, cries and silence, freedom and captivity into inseparable twins! This is how they made hanging ropes and gallows present at every stage of Man's life and on every single page of history. And again, in the third millennium execution continues on; execution is a movie script, a scenario in which the scriptwriter himself has the first role! The actor is a "human being" the most honoured (ashraf) creature; the masterpiece of creation from this very same kind, just like you and me. Some are the authors of this scenario; however, and they see themselves as the owners of human life.

They sit behind a table and they light their cigarettes and suck on them with a gusto; drink their tea; consciously sign a paper to strip someone of his right to live; it is as simple as that! This is how the decision is made to drag a frail, a white, or a black, a yellow, an Easterner lad to the gallows! As if he has taken up some one's space; they put a rope on his neck and watch his arm and legs tremble and swing in the air! It is as simple or as ugly as that! How obnoxious they are with that smile on their lips! What a horrifying thing to hear the news of an execution or some one's hanging and to remain silent. What an ugly era in which the gallows still leave mothers sleepless!

Violence has always produced more violence and death more death. And dialogue has offered peace, friendship and brotherhood! The scent of violets dissipates in a land filled with the smell of gunpowder! And no doves will fly in a sky filled with the whiz of bullets! A stone is used in a fortress will never be used to build a house! Bullets generate violence, and violence in turn creates death, prison and monotonicity.

Violence and execution are the breeding ground for the new and more violence! It is as simple as that. I wish this week, these past few months, all these years were just a dream. I wish execution was a passing nightmare. It is as simple as that I wish it was a dream, a dream; it is as simple as that.

Turkish University regards Helebce’s massacre as fabricated story

Hacet Tappe the Turkish most famous university claimed the chemical bombardment of Kurdish city Helebce in 1988 by Chemical Ali, in which 5,000 innocent people were gassed within the course of few hours, is a fabricated story.

Hacet Tappe regards Kurdish genocide as a myth that should be rejected and it fined Kurdish students who held memorials for the massacre in its 22nd anniversary.

Hebibullah Letifi at imminent risk of execution

Sine- Eastern Kurdistan: Kurdish student Mr. Hebibullah Letifi is at imminent risk of execution.

Two weeks ago a committee of crisis was set up by the Iranian Intelligence Service as well as the Interior Minster for the implementation of Mr. Letifi’s execution.

Once the revelation slipped out of Sine’s prison where Mr. Letifi is held his solicitor announced that his client is at imminent risk of execution.

Hebibullah Letifi was born in the city of Sine in 21 March 1981. He is member of Ecologic Assembly of Shaho and was arrested in 23 October 2007. Following his arrest he had been held in solitary confinement in Sine Detention where he has been subjected to intensive tortures.

Mr. Letifi was trialled in 30 August 2008 in a superficial court headed by the judge Hesen Babaii. His trail only lasted few seconds and he had no solicitors and the attendance of his family was not allowed. He was convicted of acting against the national security and was sentenced to death.

Persian Settlements in East Kurdistan

According to Firat News Agency the Iranian Revolutionary Guards are buying lands nearby Kurdish cities to create settlements in these areas for Persians in order to modify the population composition of East Kurdistan. Iranian Revolutionary Guard owns 80 per cent of Iran and the hanging of imprisoned 4 members of PJAK (The Free Life Party of Kurdistan) is somehow also connected to this.

According to local sources, Iranian Revolutionary Guards bought some lands in Sine City of East Kurdistan and resettled Persians from Tehran, Şiraz and Esfehan.

In the last two years there has been a visible increase in the number of resettled Persians in Sine city, whose 90 per cent population is made up by Kurds and Sunni sects. It is believed that a special plan has been put in place so to change the demographic composition in Sine.

Iranian Revolutionary Guards obtained the bigger part of Iran economy when Mahmud Ahmedinecad was in power. The lands bought by Revolution Guards are said to be allocated to Persian members for free.

A similar thing was previously seen also in Urmiye city. In order to deepen the contradictions between Kurds and Azerbaijanis, the demographic composition had been changed by resettling Azerbaijanis with Şia sect who were coming especially from Tebriz.

The dominant states on Kurdistan always implemented policies to make the Kurdish land ending up under control of Turks, Arabs and Persians. The policy of buying land and changing the demography is one adopted by many states.

The Turkish state had also tried the same policy in North Kurdistan. Saddam Hussein regime had carried out massacre in South Kurdistan to change the demography there. And the demographic composition of the city of Kerkük has been changed by implementing this policy.
